A large volunteer network of young

neighborhood men and women is

recruited and trained to serve as

caretakers, helpers, models, to their

own neighborhood children and are

linked together with them as

symbolic family. This means that

neighborhood children are linked

with specific caretakers in their

own neighborhood who model,

mentor, and nurture them in

pro-social and humanistic directions.
